The Childcare Partnership champions the Early Learning and Childcare sector by delivering high-quality training, targeted funding, and strong partnerships, while providing trusted information for parents and professionals.
This Childcare Plan 2025–2028 sets out our direction for the next three years.
It builds on what works, strengthens what the Partnership can deliver, and evolves to meet the changing needs of the sector.
The Plan outlines three key priorities as follows;
• To provide quality information for parents and others about the availability of Early Learning and Childcare services.
• To support access and social inclusion of children, families and communities across the Early Learning and Childcare sector.
• To improve the overall quality of the Early Learning and Childcare sector.
The role of the Partnership is clear; to invest in people, programmes, and practice—ensuring that everyone who cares for children is equipped, supported, and valued.
Through collaboration with providers, practitioners, and policy partners, we aim to shape a sector that is resilient, responsive, and continually improving.
