There are four ICP Partnership Committees which cover the South Eastern area:

Chair: Dr John Winter
Dr John Winter is Chairperson and GP lead of the Ards ICP. He qualified from Queen’s University Belfast in 1978 and practiced in Ards hospital for 3 years. Subsequently, he combined working in church and counselling organisations with part time sessional general practice. From 1996-2000, he undertook full time medical work in the City, Holywell and Ulster hospitals, gaining membership of the Royal College of General Practitioners and diplomas in Mental Health, Child Health and Geriatric Medicine.
In 2000, Dr Winter joined a GP Practice in Newtownards as a full time partner, becoming a GP Trainer in 2003, and more recently, senior partner in the practice.

Chair: Dr Chris Leggett
Dr Chris Leggett is Chairperson and GP lead of the Down ICP. He has been a GP for over 20 years in a Castlewellan based practice. He was a former secretary for RCGP between 1996 and 2000. He was the Chairman of the Donard Commissioning pilot between 1991 and 2002.Chris has an interest in diabetes and frail elderly.

Lisburn
Chair: (Interim) Gillian Lewis
Gillian Lewis holds degrees with honours in Social Sciences and Health with a specialism in Health Promotion and a Master’s in Public Health and Health Service Research from the University of Aberdeen.
She spent 14 years within the Public Health Directorate of NHS Grampian, as Head of Health Improvement, before returning home to Northern Ireland where she took up a voluntary role as adviser to the Resurgam Trust Board in her home city of Lisburn to help further work on community development, poverty and health inequalities.
Since 2013 Gillian has led and managed the Healthy Living Centre, a member of the Healthy Living Centre Alliance.
She has been a member of the Lisburn ICP as the community representative since 2015 and her particular areas of interest focus on pain management, developing trauma informed practice, promoting health equity while identifying and seeking to reducing inequalities in health. Through networks and partnerships Gillian actively championing community development approaches in particular as delivered by the community, voluntary and social enterprise sectors.
